Two things in the Agenda the public should look at but won't due to the voluminous government speak in the Master Plan and the proposed policy on use of social media.
It's a control freak's Mecca......Restricting means of disseminating information and consolidating the flow of information in the resident control freak, the City Manager.
Council won't read all this and will just pass it on. I perused it and besides being mostly bullshit , its chilling on issues like transparency and accountability, none of which is embraced by the current regime.

The city council made a terrible mistake giving Wagganar a new contract. He is only good at making himself falsely looking good. He has no plan. He will leave as soon as the city council wakes up The city tax payers will catch on before the mayor and council do. The mayor will probably bail as well as her buddy Garrabrant. When The voters find She and Wagganar are clueless

Jeff, as a friend, this is not a good look for you. This post, and others, combined with your daily radio rants, make it very very apparent you have an extreme jealousy complex when it comes to the City Manager and city doings overall.
And if true why is that of such concern you write about it. Actually the imperial manager, superintendent, forms of government are increasingly distasteful to many...., If you read this social media policy, it is not only a stack of unnecessary and unneeded verbiage but also a Council affirmation of less of the transparency the Mayor promised when elected.
You should run for mayor, or apply for the CM job when they do. No? Then sit down.
