Since life goes on....why not leave the position vacant and think about things...As in a boss who wakes up and looks at streets that need plowing or repair.

Advanced city functions like DPW are not like a bar, where you can go in a coma for months and the minimum wage flunky will run the place like nothing is missing. Department needs to be managed and they put someone there to do that, so far temporarily. However it may be possible to leave her job open or promote someone into her job and leave the third level open.
