      They say in life you gotta know what you don't know and City Council doesn't know what to do with Faith,, Hope and Charity...So they are hiring a Utica area  firm as a consultant on what to do in 2030..,,

       Best advice is make sure you are not in office then.

Utica would know. They have 2 I believe, and possibly 3 hydro plants providing them energy. And they have very similar climate.
And with any luck, maybe one of the publicly owned companies that runs their damns will buy Watertown’s.

Why pay for consultants when there’s a government program, “not for profit” or USAID money for every imaginable need. The New York Power Authority would be a good place to start asking for help.
