Setting a budget marker before presenting a budget...Novel concept but Council Member Ben Shoen, who resembles Mayor Mamdani, does not want to sit by while a budget is proposed with an increase larger than Hizzoner's 9.5%.
Mr. Shoen wants a budget presented that is within the 3.5% statutory tax cap and then Council can add things back in if they want, which they likely wouldn't. If those same three resolve to defeat a tax cap override, then it will be that amount...
Got to present the approach to Council , make a motion and get three votes...Dr. Kimball is a sure no.
Now there are lots of tricks available , including changing assumptions on revenue streams, but this would be the first ever line-in-the-sand set against a CM

The doc probably garners $300k to $600k annually, a ten or twenty percent property tax increase on him probably amounts to less than he carries in his wallet. He would be the "disconnected elite" we've heard so much about in the democrat leadership, with no clue over how his decisions will impact the taxpayers. He learned to cut in the operating room, now it's time to learn how on council doc. Another thing you can do is use that brilliant mind to lure employers into the area, that's what will make you a community leader and that applies to all of you. It's time to say no to tax and spend.

NYC has two multipliers:
Assessment increase: +5.6%
Proposed rate increase: +9.5%
When both occur, they compound.
So instead of adding 5.6 + 9.5 = 15.1%,
you multiply:
1.056×1.095=1.156
That equals +15.6% actual proposed NYC property tax increase. (Still much less than the first proposal in your last year as mayor, but over 50% higher than your 9.5% lie.
Sounds like Ben is listening to you. That's a mistake.
How would a retired military career bootlick figure out how to cut a budget??? Its not as if he has barkeep experience where he would have learned austerity measures such as cutting back on resin animals.
That's the way it should be ... give the city manager a cap limit before he works up a budget increase and trim from there. He should not be given free rein to increase as much as he wants and stick it to the taxpayers.
