The State DOT made the right decision in seeking to use available dollars for needed improvements to the existing travel corridor along Route 11.
I-98 is an evaporating pipe dream. Witness the discord in Massena over the advocacy of the highway to the exclusion of more pressing economic development needs. There is also the rejection by the Regional Council to make a rooftop highway a priority.
It's easy to advocate for I-98 without having any inkling of its real need or how to pay for it. Then there are the environmental concerns.
This is not a project we can afford or one we should be dangling out there as having any real prospect of happening.

I understand the frustration over not having an instant solution to the challenge thrust upon me, which is to lead the City Council in a search for a new manager following a vote two weeks ago not to renew the current manager's contract.
Sometimes, being circumspect is needed to privately get the consensus needed to move ahead in a challenging environment. That is being done and will become apparent in the days ahead. Meanwhile, despite the differing views on what has happened, I don't want to add gas to the fire by public statements that undermine current operations or play Council members against one another.

I don't normally like to quibble over quotes or even paraphrases, but the attributed remarks in this story do not match my recollections or my intentions.
This Times story says I said City Council could take over the function of hiring to vacant Recreation positions if the current manager does not fill them quickly. That's not how the system works and Council doesn't have the authority to hire.
Since attributions often become the basis for later stories and editorials, I feel the need to point this out, as what is suggested is not consistant with past practice.
I do hope these hirings will occur in a timely manner and am confident all aspects of city government now in process will continue to be dealt with.
Meanwhile, I will continue to lead the Council in its efforts at recruitment to the Manager's post, as I did last year during the successful hiring of a City Clerk, which is the other of only two jobs the Council actually hires.

WDT: Is Kellie Quixotic or a Fresh Face ?

In politics, the vehicle you drive often becomes the metaphor for your common folks bona fides, so it should be no surprise newly minted Congressional candidate Kellie Green plans to travel the massive NNY district in her pickup truck, which she described to her supporters as "cute."
Surely her primary opponent or her potential November foe would never describe their vehicles that way.
And in the district that long elected moderate John McHugh and more recently, Democrat Bill Owens, Ms. Greene is not mincing words in describing herself not just a conservative, but also a "far right" and "staunch" one.
Assuming she meets ballot access requirements by garnering signatures from GOP voters, Ms Greene will first face Matt Doheny in a June 26 primary. She also indicated a third candidate may still enter the race. That could be Doug Hoffman, who narrowly lost the primary in 2010 and is widely credited with a third party run that prevent NY 23 from being part of the national GOP wave.
Strange things can happen in a primary. I remember some years back a three way Democratic contest in which a woman named Margaret Ravenscroft spent no money and beat two seemingly stronger candidates.
That would be a hard thing to imagine here, as Mr. Doheny has worked very hard over two years to build support among party regulars and he has the resources to mount the campaign needed over eleven counties, hundreds of miles and several media markets.
It will be interesting to see if the primary becomes a race to the right or will Mr. Doheny be content to run a little to the left of Ms. Greene, as has been the tradition of North Country Republicans as long as I can remember.
While her career was in international trade and logistics, I didn't see anything in the coverage to suggest whether she is working now or why she chose Sackets Harbor as a residence rather than her native Oswego. It could be because Sackets is sure to in what district ultimately contains Matt Doheny and Bill Owens.
Her entry makes the race more interesting, but for now it does not change the dynamics as the hurdles she faces are high. Her kickoff looked good but it's a long way from a press conference to winning an eleven county primary.

I had the pleasure to speak with Ms. Kellie Greene before she announced her candidacy to run for the NY 23rds Republican Congressional Primary. Kellie was kind enough to grant me this time less than an hour before she announced tonight and I tried to make it worth her time.
Ques: Why are you running in 2012 for Congress in the NY 23 Congressional race?
Answer: I feel it’s important to run as a true Conservative (Tea Party) and not a relative moderate in this race. Why should there be any doubt as to why I might want to run in the NY 23rd when I grew up here and although I had to leave to earn my living, so did Matt Doheny have to work in NYC.
Ques: What’s really driving you to want to do this at this time. Are your trying to build name recognition now, in the hopes that if Matt Doheny loses to Bill Owens this time, you would be the go-to person in 2014?
Answer: No. I’m not motivated by 2014’s race, but instead I’m clearly focused on this years’ race. I’m motivated to address a key issue. This race needs a true conservative in it. Matt Doheny is running like a moderate, not a true Tea Party Conservative.
Question: So in this race you intend to run as the true conservative to the Right of Matt Doheny. What will this mean to voters in this Congressional race.
Answer: The key thing is I stand for real Conservative values and I’m not running like a Moderate Republican.
1. I want to cut spending.
2. I want to help government create a climate in the Country where the private sector can go about creating jobs.
3. We are failing to capitialize on the types of infrastructure improvements that would produce jobs and spur on economic activity in NY 23. Mike here’s an example of what I mean. We have the ability to modernize Ports like Oswego, etc. where we can upgrade this port and be able to handle something like Container Shipping, which is how we can ship World Wide; instead of the way we ship items now in bulk packaging. The need to modernize our infrastructure is obvious and it will spur a growth in jobs and economic activity on the Great Lakes.

Maybe there will be three separate primary elections this year....There is the Presidential Primary in April....The federal court ordered Congressional primaries on June 26...and the run of the mill state and local primaries in September. Governor Cuomo wants all the September votes put in June...but you never know what will happen as in Albany they don't like to reach a decision too soon.

Kellie Greene may be a long shot for the GOP nomination for Congress, but her sentiments are shared by many. She says she is sick of the same old-same old in Congress....We all are.
She can't win as the major parties have their nominees, who are both well heeled and ready for the Battle of the Bromides in the fall.
The successful candidate in the end will embrace the best of the Tea Party sentiments...the disgust with government as it is and the spending spree that threatens us all.
Of course, when you get done promising to protect Social Security, Medicare, Fort Drum, the Seaway, food stamps, college loans, VA benefits, and border security...well heck, you are right back in the red..
So, maybe none of it matters. Sorry, I am lapsing into cynicism again. If only I could bring my self to believe that registering as an "R" or "D" would mean something.

Would be Congressional candidate Kellie Greene got dinged by the MSM yesterday for misspelling "Sackets Harbor" in her media advisory about today's press conference, but a look at her Facebook page shows she seems to be a Tea Party type candidate and did take the time to travel to Albany to attend a Conservative Party dinner.
The 44 year old Oswego County native reveals her plans this evening at a press conference in Watertown, and would oppose Matt Doheny in the June 26 Congressional primary.
However, its still not as easy as just saying you are running. A candidate must obtain 1250 GOP signatures on nominating petitions in order to get access to the primary. There is also money. Both Doheny and incumbent Rep. Bill Owens have large war chests. Also, Mr. Doheny had courted GOP faithful the past two years and has the petition-gathering class on his side.
Whatever happens, the earlier primary will allow party divisions to be resolved well before the November showdown with Rep. Owens.
Ms. Greene appeared this morning on the WTNY morning show and sounded well spoken, even speaking a little Japanese to show off her background in global trade.
"I've spent some time around the World, but there's no place like home. This is home."
Ms. Greene pledged to stand up for Constitutional principles and described herself as a social and fiscal conservative Republican.
Most recently she lived in Arizona and recently moved to Sackets Harbor.

    Fresh off her second runner up performance at the Miss America Pageant, Miss NY Kaitlyn Monte of Rochester visited City Hall today.
    While the media spurned the photo op (too pedestrian for the serious in the craft) we snapped a few photos as I presented Ms. Monte with a City Coin and First Citizen Proclamation.
      Miss NY was crowned last summer on Staten Island. The state pageant used to be held in Watertown.
     Congressional candidate (and Flower Library Board member) Matt Doheny stopped by to greet Miss NY as well.
     Mr. Doheny is seeking the GOP nod and tomorrow he gets a challenger as Sackets Harbor resident Kellie Greene announces her bid.

   I am sitting here at Pete's listening to the problems of the guy next to me....He is a recent 32 year old divorcee who says he is fending off five women who want him....
   They are aged 26 to 51.
    Obviously the latter is a "cougar". He describes her as a "recovering Mormon."
   He says he is going through a "post divorce thing" and learning to "date properly without it immediately going to sex but not avoiding it either." (That's what used to be called being single)
   These are weighty issues and surely eclipse my dilemmas which revolve mostly around the issue of who runs city government past May 1.

Another defacto tax hike is on the minds of Assembly Democrats...They want to raise the minimum wage to $8.50 and hour from the current $7.25 ....Then they want to link the wage to the CPI, so it will go up every year.
This is very anti-small business...and its patronizing to the "little people" as the inequities are on the high end of the wage scale. There is a cost to this legislation.
But if you are one of those who doesn't think it costs anything, let's raise it to $20 an hour.
It wouldn't surprise me if this passed both houses, and in the end the Governor won't want to be seen as anti labor.

Mr. Paladino's high mark in politics was the night he beat Rick Lazio for the nomination. His erratic behavior has been a disappointment and let down to conservatives.

Who to believe ? The Governor says aid to schools is increasing in conjunction with his teacher evaluation program, yet back here in the heartland, those who run schools use words like "fiscal crisis" as they ready for the spring lobbying ritual in Albany.
I will be respective to all and reserve judgement, but it does seem to me the superintendents...the 700+ of them who for the most part are paid more than the Governor....those superintendents need to tell us what as managers they would like to see changed to achieve efficiencies and thus contain costs.
The primary job of managers is to deliver the product and contain costs. If the only way to deliver the product is to inject more dollars, then fine. Say so and raise property taxes. Every school district and every municipality has always had the right to do that.

      Congrats are in order to Mayor Bill Nelson of Ogdensburg for his ascension to the top spot at the New York Conference of Mayors (NYCOM). This is the primary lobbying and support group for the state's cities and villages.
       Mayor Nelson takes over as President after years of activism in the group.
       I was chatting with Bill the other day as we have a common challenge to address, and I hope the network NYCOM has can be a help to both of us.
       Despite all the sniping Hizzoner takes in the Maple City, his role at NYCOM is a big deal and he deserves a pat on the back.

    Congratulations to long time tavern owner Danny Deegan of Time Warp fame on his retirement from selling the Devil's Brew. A change of ownership party was held last night at the State Street tavern.
     It's a nice place and I know Danny had wanted to move on. For years local entertainment has found a stage there as one of only a few spots to offer live talent.
    One longtime patron posted on Facebook, "Danny has provided a fun and safe place for us to hang for thirty years. He will be missed."

WDT: Upstate Senate Districts Drawn to Maximize GOP Prospects

It's always good to see a new generation of political reporters and operatives come to the understanding of how the GOP maintains control of the Senate in the state where Democrats control everything else.
Through the dark art of residistricting, GOP leaning districts each have the minimum allowable number of people in them, thus allowing more districts upstate and few districts in NYC. This subtle shading has gone on for years as the state guidelines allow a district to be plus or minus by 5% the required population. The premise of representation is equal districts...Thus "one man, one vote."
Another subtle way to keep the majority was getting Democrats to allow an extra seat be added to the Senate just as was done ten years ago. That was done this year as part of a tradeoff for GOP support for the June 26 primary date wanted by Speaker Silver.
And you thought the people just go out and vote for representation. It's all laid out ahead of time in a way to get the desired result.
So when you read that the North Country is over represented, that's technically true , but its not done out of benevolence towards us.
Oh, the Assembly districts are drawn the same way only the goal is preserve the Democratic majority. It's hard to remember now, but back in the 70s the GOP actually controlled the Assembly, something unthinkable today.
PS- I am told these boundaries are a lock as they are part of the deal on 63 seats and the new primary date. So don't bother going to the public hearings.

It seems like a lifetime ago that Herman Cain was flying high as the leading candidate for the GOP Presidential nomination. After his quick fall, Mr. Cain didn't endorse until last night when in a surprise move he appeared with New Gingrich to offer this support.
This does help set up the primary as estabishment GOP vs Tea Party activism, but I cannot think a Cain endorsement means too much.
Mitt Romney seems on track to win the Sunshine State on Tuesday and then the MSM can resume its drumbeat about the inevitability of Mitt.

Promoting gambling through lotteries...taxing cigarettes to fund health care.....making drinkers pay for our schools...It's all good politics, even if it is intellectually silly.

With new legislative boundaries garnering attention, a federal court ruling is also grabbing the interest of the political class. In response to a lawsuit over denial of military overseas their right to get ballots in time, Judge Gary Sharpe has set June 26 as the state's non-presidential primary date for federal office.
Technically, state and local primaries could occur on another day, but lawmakers in Albany are expected to reach a deal for a common date that meets federal guildelines.
New York's September primary often resulted in the sending out of absentees so late that some overseas missed out. Last year a dispute over a minor party line for judge in our area delayed ballots, and that kind of stuff happens all over.
Years ago NY had June primaries and I forget why they changed.

My focus in the current climate at City Hall is to reenforce the professionalism already taking place. Since "the vote", it's been business as usual on the Third Floor with budget preparations and labor talks in the works.
The concurrent issue is to plan for succession when the manager's contract expires April 30. That will likely involve both an interim plan and a recruitment effort. I have been trying to talk to people knowledgable on such things as well as rely on my own experiences over the years in city government.
My challenge is to get a consensus on City Council for what is to happen. I will present my ideas to lawmakers in the days ahead but don't look for much other chatter from me. Just as with last years searches for clerk and judge, I will be circumspect and respectful of all those involved.

     Today was the first time on the bench for Judge Catherine Palermo, the City's new part-time judge. Ms. Palermo told me this afternoon it was a light calendar of arraignments but a couple of them were felonies. They get held in the slammer until a preliminary hearing.
      Judge Palermo fills in when City Judge Eugene Renzi is not in. She is the first female to sit in City Court.

The politicians are claiming that redistricting is political...No kidding....Of course it is....
St. Lawrence County is now split among three Senate districts and Central NY Members of Assembly now see tenticles from their districts plunging into the North Country. Meanwhile Assemblywoman Addie Russells district is barely changed by only adding Sackets Harbor where her chief of staff lives.
The same thing will be done soon at the County level where the planners will put together a map that protects incumbents while adhering to case law on what can and cannot be subdivided.
Look at it this way. Now we have four Assembly members and three Senators with an interest in our region.
I don't envy Ken Blankenbush, who just got elected two years ago and now has to hang out in the suburbs of Rome, NY to meet his new constituents. There's a lot of good restaurants there for sure, but it will cut in to Ken's time at Pete's.

The talking heads this morning were rallying behind Mitt Romney, claiming his aggressive style in the CNN debate last night will ward off the much feared onslaught by Newt Gingrich.
The establishment of the GOP is dragging out everyone, including Bob Dole to offer warnings about what dire consequences a Gingrich candidacy could mean. The real fear from Mr. Dole is not the Presidency, but the down ballot races. The Republican high command fears the more erratic Newt will cost House, Senate and local races.

The fight for privacy rights gets more and more daunting as technologies allow easier tracking and monitoring of what we do, where we go and who we communicate with. The Supreme Court has ruled 9-0 against the police in a case where they attached a GPS device to the car of a suspected drug dealer. The Court ruled the warrantless monitor violated the Fourth Amendment.
That's the right ruling, but GPS, little cameras, Internet tracking and more means we all have to be diligent about privacy. It's not just the government. Industry tracks us for commercial reasons. Marital disputes now offer the means to follow you to a motel.
A mosaic can easily be compiled of where you go, who you see, what you buy...you name it.
It's a Brave New World for sure.

Nobody wants to mention the savings from lack of snow removal this season, for fear it will jinx us and we will get clobbered. However, as January ends like a lamb, everybody who has to pay to move the white stuff around is glad that one bill is not as high this year....I assume heating bills are not as high also, although that's harder to calculate.
I know even with a few snow storms figured in, my costs at Fort Pearl will likely be less than half the previous year. Municipalities also see savings, mostly in overtime, machine wear and salt.
Everybody likes a break now and then and we are getting one this year...We are in what statistically is the coldest week of the winter, so its all uphill from here.

When it comes to lobbying for Fort Drum, we have a passle of warriors with experience and a real dedication to the cause. I love Fort Drum, but can't possibly go to all the functions, but I appreciate those who do.
Looks like many will be suiting up again, although I have to think all the past work making the post secure will be helpful now that the Army faces budget related cuts and another BRAC process.
There are a lot of local people who understand the process and the structure of the Army and all of that will be helpful as events play out.
There are the Tony Keatings, the Corriveaus, the John Deans, the Mary Parry's, the Mike Plummer's and many, many more who are in for the fight.

This should pretty much end chatter about a rooftop highway. That's the plan for an Interstate connecting Watertown and Plattsburgh and has long been a dream of some in St. Lawrence County who viewed the massive project as a panacea for the county's isolation and flat economy.
NYS DOT is going to spend I-98 seed money on developing plans to improve the existing Route 11 corridor, which is widely believed to be the more cost effective approach.
A committment to Route 11 will make it more difficult to lobby for I-98. It is an emotional issue in the Big County.

This notion of cutting the number of brigades is not entirely new...I was at a briefing weeks ago where is was outlined along with a plan to add a battalion to the remaining brigades to keep them at an appropriate strength.

A call for development proposals for a vacant Court Street building has produced little interest and City Council will now have to decide on what to do with the former Berow and Monroe building. The most likely scenario would be an auction. The request for proposals process was supposed to elicit actual plans for doing something with the structure.
The City had taken title after the previous owner failed to pay taxes.
In other matters, the City is on the verge of losing a $100K federal grant for a sewer project on Gaffney Drive after Council abandoned the pump station project when additional sewer capacity opened up on Arsenal Street. The USDA granted the dollars, but with no suitable alternative project, the dollars will go back to the USDA.
The developers of the Creekwood housing project on Mill Street have suggested "Creekwood Drive" as the name for the private street traversing the property. Concern had been expressed over haphazard naming of private streets due to 911 response issues. This name is being coordinated through the planning department.

Both parties seemed inclined to take a little bite out of the rich...President Obama called for a minimum 30% tax rate on incomes of over a million dollars and in the GOP response, Governor Mitch Daniels said rich folks cannot expect to receive social benefits they can pay for themselves.
The dueling speeches were a bit less partisan as both sides are chagrined by public disdain of DC.
In his State of the Union address the President said America is back and he trumpeted the killing of bin Laden and Khadaffy and predicted the demise of the Assas regime in Syria. Mr. Obama praised our armed forces as example setters for how we should all live our lives.
The 65 minute speech was well delivered but like all such tomes was too long.

     The announcement that the orphan HSBC branches in Jefferson County will be mostly sold off to Community Bank leaves the dwindling customer base in the existing branches wondering what's up....
     Clearly the downtown HSBC branch is likely a goner as Community owns its own building two doors down...Same is true on Arsenal Street.
     The HSBC building goes back to when Marine Midland Bank was here and was a powerhouse. Money was flowing so freely the original building had heated sidewalks although those fell prey to the energy crisis of the 70s.
      People liked HSBCs worldwide status and range of services but all the assets will be turned over to Community this summer...The remainder of upstate NYs HSBC branches were sold to First Niagara, but that bank didn't want anything to do with NNY...
     That makes us feel special.

In the past year, I have had the pleasure to be at the middle of two search and hiring ventures. One for City Clerk and the other more recently for part-time City Judge. Both are high profile, professional posts that require careful thought and deliberation.
In both cases there were numerous applicants who were screened and winnowed discreetly and effectively. Two fine hires came out of it and there was no spectacle or embarassment to anyone.
With the office of City Manager apparently opening up soon, I will draw on the experiences of the past year and seek the counsel of those I respect and trust. With the manager change now in clear focus, I have been having those conversations. The City Council will see that the government we oversee is tended to.
The possibility of what happened has been simmering since well before last year's election, but recently a majority of City Council voted not to renew the contract of manager Mary Corriveau, setting in motion the need for some planning and action. Barring a successor contract or extension, the position vacates in April or possibly sooner,
The job is to be a manager of services and money as well as leader of the City's 350+ member workforce.. Make sure the services are delivered and costs are contained, while doing so in context of the laws and practices governing public bodies. It's a serious job, but let's not make it into more than it is.
This is not an exercise in searching the Nation for a unique person of vision and virtue to lead us from the wilderness, nor can it be allowed to become a community-wide effort to impose individual agendas. The solution I believe should be local, as the difficulties recruiting from afar are manifest in this area.
We need a manager, not a Messiah, and my 16 years as mayor has taught me the system at hand and given me the judgement to handle this situation.

You can tell he sees himself as losing...or at least no longer the clear frontrunner. Mitt Romney lauched a ferocious attack on Newt Gingrich this week and peppered the former Speaker with accusations at a televised debate last night in Florida.
Romney is billing Gingrich as erratic and unethical...a man chased from Congress by his own party and unfit for office.
So much for the 11th commandment...Don't speak ill of a fellow Republican.
Going after Gingrich is risky but at least two polls taken since Saturday showed the former Speaker in the lead in the Sunchine State. A loss in a large state like Florida could leave Romney too crippled to recover as it would undermine his basic premise that he is inevitable.

    A couple of commenters were dropping F-bombs in their posts because I had misspelled a word and they were upset about it. I did not delete them as I wanted to make a point.
     Also over the weekend, I was chatting with some female customers who routinely used the same word in their conversation...I couldn't help but think how much old-school types like me judge a person on their vocabulary and that's especially true when a young lady is busy dropping the F-bomb.
      Expletives have a place in language as occasional exclamation points in certain limited circumstances. They are supposed to make a point.
       Sorry about my prejudices, but I judge people on language as much as some judge on appearance, color, religion, political affiliation or favorite football team.

Judicial Post Had Some Value in $$$ and Prestige

     When I appointed to the so called part-time city judge position, I didn't really previously know any of the five applicants and didn't even bother to check their party registration. But when you think of it, you can see why even this part time gig was sought after and considered a plum.
      When you add up salary, retirement, medical and the like for the six year term, the package is probably worth close to $300K.
       For some that's a significant sum, for others its not and maybe the challenge of the bench or the prestige is enough.
       As I said before, a lot of work went into reviewing the choices although some wags in the legal field were dismissive saying all you need is a law degree and a pulse to be a judge.
      However, since appearing before one is likely one of the most wrenching experience most will face, I thought picking someone who realized that might be a good choice.
       This Friday, Judge Palermo will hear her first cases.

        After last week's City Council meeting, the calendar gives lawmakers two consecutive Mondays off as there are five Mondays in January.
        Budget preparation is underway and last week I prepared my list of goals and objectives for the coming fiscal year and listed things we got done last year against last year's list of goals.
         It's a feature of the budget the city manager requires of all departments, but it is seldom reviewed by the media and public as the emphasis is on the numbers...Mostly the tax levy.
        Of course the large gorilla in the room is what happens next in the wake of Council's vote in favor of not extending the manager's tenure.

There was a day in America when Sunday was a day of rest....when we had Blue Laws....and there are still some businesses that don't open on Sundays as its considered a "family day".
Not so anymore. We are a 24/7 society and the public expects to be able to do what they want to do when they want to do it. If you are not working on weekends, then you want to be able to go shopping at Wal-Mart and you should be able to visit the Library as well. In an Internet-driven world, Libraries have to compete for the attention of the public.
While I understand change does not come easy, the notion of just not wanting to work on Sundays doesn't hold water. All sorts of organizations open Sundays and holidays for that matter and the staffing issues get worked out.
The Library Board operationally runs the Library and the director works for them. However, the City budget is the source of virtually all the $1.3million used to run the facility. Those appropriating the money certainly can expect to get certain results from their dollars.

A field goal ten minutes into overtime sent the NY Giants to the Super Bowl next month in Indianapolis and a rematch with the New England Patriots who earlier today defeated Baltimore for the AFC title.
The Giants gelled late in the season and defeated Atlanta, Green Bay and San Francisco in the playoffs.
The NY-Boston rivalry is always there and this pairing will make for an exciting game this year.

Gabrielle Giffords this week will set up a special election in AZ's Eighth District...While she has made amazing progress since being shot in the head a year ago, Ms Giffords says she wants to work on her rehab full time without the demands of office. Mitt Romney will put them out on Tuesday..the day of the State of the Union Address...And he will only release one year...
Apparently it was Romney's dad who initiated the release of returns by a Presidential candidate back in 1967.
I don't know why we need to see any of them...We know he is wealthy.

Report: Local Conservative Chair Hints Party May Not Play Ball

The Oswego County Chair of the Conservative Party says he is not so sure about who will appear on his party's line for Congress in the upcoming NNY race pitting Matt Doheny against Democrat incumbent, Rep. Bill Owens.
County Chair Len Schick says he is not certain that his group will back a cross endorse of likely GOP nominee Doheny, although most observers think the party's state chair, Mike Long, will not repeat the Doug Hoffman scenario that is widely thought to have allowed Mr. Owens reelection in 2010.
Doheny's possible challenger is now calling herself the "principled conservative" in the race and that perhaps is a window into the strategy of Kellie Greene, who is an Oswego County native who recently moved back to NNY after years of living in AZ.
Principles aside, the Conservative Party must cross endorse if it hopes to block Mr. Owens.
I just don't see anyway Chairman Long goes off the reservation on this one.

Most parents cringe at their 16 year olds driving, but a Dutch family has let their 16 year old daughter circumnavigate the world in a sailboat. Laura Dekker had to go to court to get permission for the risky trip.
She won't get a slot in the Guinness Book, as they don't recognize inappropriate stunts by minors.
Now my cynicism. What is the point of indulgent parents allowing their kids on these risky trips ?

With two good debate performances and a wobbly week for Mitt, former House Speaker Newt Gingrich cruised to a 12 point win in the South Caroline Presidential Primary.
In three contests, Rick Santorum, Mitt Romney and Mr. Gingrich each have a win....Experts have said SC is determinative of who the GOP nominee will be....Those experts and insiders...most of whom backed Romney...will have to offer another analysis after watching Mitt seize defeat from the jaws of victory.
Next stop is Florida, where Romney's money and ground game will be harder to overcome.

    It was an ethnic confluence of culinary delights today as the new part time judge with a Greek mom and Italian dad was sworn in.
    Judge Catherine Palermo's mom brought homemade baklava to the swearing in to complement the Italian cookies from Alteri's bakery that the City provided.

    Connie Noun of Webster NY near Rochester was the proudest mom in Watertown Saturday as she watched her daughter Catherine Palermo sworn in as part time City Judge...The first ever female judge in Jefferson County (with the exception of town justices)
It was also an exciting moment today for friends, family and those who just thought it an important moment.  Judge Catherine Palermo was sworn in during a noontime ceremony. Judge Eugene Renzi delivered the oath with former City Judge James Harberson and Supreme Court Judge James McClusky in attendance. Assemblywoman Addie Russell was also there as were the two Councilmembers who voted to ratify my appointment. The two who voted against her stayed home.
    Judge Palermo was appointed earlier this month. I chose her from a field of five candidates after extensive interviews with other judges, lawyers and users of the Court.
    The new judge called today the most important in her life and a career altering moment.
     She will continue her private practice, but will hear her first City Court cases on Friday.
     In written comments, Fifth Judicial District Chief Judge James Tormey praised the appointment and many in the bar did as well.
     She is bright, well spoken and hard working. Judge Palermo will serve the court well.

It was just a straw poll but a 29%-28% win for Mitt Romney in his back yard in Connecticut is hardly inspiring. The Nutmeg State is one of those with a more centrist GOP perfect for the Romney message...Problem is he is not catching on beyond the insiders who all still insist he is the best candidate to go up against President Obama.
I don't think any of them will win....Obama by four to six points with only Indiana flipping back in the GOP column.

Voters headed out at 7AM in the Palmetto State as polls show a surging Newt Gingrich in a position to win the pivotal primary and deliver a blowo to Mitt Romney who has much of the GOP establishment in his corner including the state's governor.

State Sanctions Lying By Its Underage Agents in Booze Stings

      The Cuomo Administration has issued new guidance to kids they use to make underage drink buys...In language published recently the SLA says if asked, the youngsters are encouraged to lie about their age. Previously, these youngsters were told if confronted with a question about age, they could not lie.
       This is a morally bankrupt policy as when I was growing up there was no greater insult than being called a liar. Now the youth are taught to do so in service to the state. Many of those used in stings are students planning careers in criminal justice. Is it OK to lie on the witness stand too ? Is that what NYS is teaching ?
        The new policy was made available in an Empire Restaurant and Tavern Association newsletter out this month.
        Obviously merchants are supposed to request proof but this latest deception also raises the issue of just how far the state will go to entrap and how poor an example it is willing to set for young people.

There is no doubt opposition to the reappointment of City Manager Mary Corriveau was well known by all parties over the past several months in particular. Two years ago, there was a spirited debate over her reappointment and in the ensuing two years the manager's foes were emboldened by the Parks and Rec situation and other matters thought to be indicative of a style of management three members were sufficiently uncomfortable with to vote the way they did.
The past will not change and my goal is to determine what happens next and how best to position the City to deal with it. Several scenarios are possible and during recent discussions that was evident.
In a perfect world succession would be smooth no matter what the circumstances and aside from the current situation it is evident that succession plans are needed in the event of permanent or temporary absence from office.
Arguing over the tick tock of what led us here is understandable, but I have been focused on what to do should a vacancy occur as this system of government, whatever its positives, places inordinate authority in one appointed office and filling that role is a challenge.
Whatever happens next, we will move on and build on good work done.

NYS Comptroller Tom DiNapoli has named himself keeper of the flame in defending the state's expensive and often abused public employee pension plan. Governor Cuomo is proposing a modest plan to allow new hires to opt for a 401 K style, defined contribution plan.
The current plan is generous and often gamed in totally legal but expensive ways. Currently, contribution rates for local governments will exceed 30% of salary for some employees by 2015.
All of that is driving up property taxes and leading to cuts in services and staffing.
The Governor's proposal is the long term solution to preserving a fair and affordable plan that allows for fixed, predictable costs for the employer, and portability for the employee.
Mr. DiNapoli has powerful allies in seeking to preserve the present system and like in any argument, he raises some valid points.
However, the hard facts are NYS and its local governments cannot afford the present course and the Governor's plan is one of many reforms needed for long term.

Since I follow politics, I check up on the Facebook page of the soon to announce challenger to my friend Matt Doheny. Kellie Greene is to announce in Watertown on February 1st....
She appears to know lots of prominent state elected officials....Unfortunately they are all from Arizona where she lived until recently. On her page, Ms. Greene strikes a pose with AZ's Secretary of State and various state lawmakers.
When people ask me what her candidacy is all about, I say the proof is in the press conference.
You will be able to see if she is surrounded by supporters. If there are none, it will be tough to even meet the petition requirements to get on the primary ballot.
Since it would be politically risky to be spotted at her presser, even as just a gawker, her best bet to meet the political class is to head up Arsenal Street to Pete's after her event at the Ramada.

     The folks at Eagle Beverage came around today pushing the newest Anheuser Busch product....Bud Light Platinum.
      It's not light at 137 calories, but it has a whopping 6% alcohol content...I tasted it. Just what the market doesn't need. Something to get drunk twice as fast but you wouldn't be able to command a twice as much price.
      It's aimed at the younger, urban demographic I think....I asked two 60ish customers to try it as well....They didn't like it either.
       There is an ultra low calorie Labatt product coming out called Blue 52. That might gain some traction...
       But as for Platinum....It's kind of like a Colt 45 for the suburbs...I'll pass, thank you.

    This Saturday at noon, part time City Court Judge Catherine Palermo will be sworn in by City Judge Eugene Renzi.
     While Ms. Palermo was appointed by me earlier this month and has been working with the court on getting settled, I felt a more formal swearing in was a good idea.
      This is obviously a special moment for Judge Palermo's family, and the public is invited to join us in the Council Chambers at noon on Saturday.
