WWNY: Horbacz Raps Manager for Not Informing Him of Sligar Hire

      City Councilman Cody Horbacz says the hiring of former water czar Michael Sligar as shadow fire chief  was not explained to Council and should have been due to the high profile nature of the role.
      Mr. Horbacz criticized the CM on TV yesterday. Other members had given a sort of ex post facto OK, saying who gets hired is the City Manager's job.
     It is, but the Sligar hire was unique and part of a new twist in the Fire Department battle so it's not like hiring a lifeguard or a clerk-typist.
      Mr. Horbacz is odd man out on this, and if he had known ahead of time wouldn't have been able to stop it, so as the old saying goes...'what difference does it make.'

UPDATE: Mr. Horbacz texted me to say it is her call, but that TV 7 left that part out.

Sorry Cody, too little too late. You as well as your cohorts on council has let this manager screw up for way too long. You as well as the rest will be voted out of office for allowing this mismangement and wasting of our tax dollars.
Jeff, I bet you are glad you are not still in office, although if you were hopefully you would be smart enough to put an end to this madness

Now finish telling the rest of the truth, lying media! That it was specificity discussed that Sliger would come back part time to help resolve the fire department contract. Part of resolving that contract is to come up with an SOP, which the current chief is unwilling or unable to do.

Mayor, yesterday on the HotLine, you said the manager's goal was to get rid of the chief. What evidence do you have of that? It is the rule rather than the exception, for the Peter Principle to give us managers who are not capable of performing 100% of the job in a skilled way. Over 80% of city management is in that same boat. You don't get rid of them over a few shortcomings, you lend them a hand. The current chief can serve well, once this task that requires intelligence and cooperation is complete. Lets face it, fire people are not the brightest bulbs and they are not pro tax payers, they are pro union.

The goal here is not to get rid of anyone, it is to right-size the fire department. The savings will be hundreds of thousands per year each and every year...forever. This one time expense of getting it done...the lying media compares to a one year savings, is intellectually dishonest comparison. The savings will be each and every year !!!!

How can council vote on a contract for someone who lies to them constantly or keeps them in the dark.. Macaluso said i assume the money was in the budget.. doesnt she know what is in the budget and vote for?, and Cody, why didnt you know?? Because she is a sneak and pulls this stuff on you guys all the time.. What other surprises does she have? Mark, as you said, Mr. Sligar is a good manager but of FIRE issues? Your a great politician, but assume you are not ready for the Governors roll as of yet? Kind of the same thing. Use the leaders you have and their QUALIFICATIONS as they were hired and promoted for... dont add more money to the savings your trying to do by demotions and cutting programs.
Where is the common sense? The council is going right down with her because they are allowing her to do it without questions or guidance.

Mark, stating Sligar was a Company Commander doesn't really make your case. Assuming it was many moons ago, and doesn't compare to the experience needed for this task.

That said, I think the chief is too entrenched to handle the task at hand that the CM has issued. I don't think he's incapable, perhaps just too sympathetic to the cause. But I don't think we needed to bring another person in to assist that's off the books. Surely there's someone we're already paying just as capable that could have assisted.

How do you know all of this 843? You speak of facts that you should not have. I do not recall any of this being discussed in and OPEN sessions and I watch them all. If this was discussed, it would have been in an executive session. The only way you could know this as fact is to have been there or if you were given access to private information. Which is it?

Bet you wont think they are so dim if you ever needed them to come and save your ass or the ass of someone you love. Bet you think the same thing of police officers, EMTs and soldiers. Should be interesting to see what comes of the state civil service investigation. if the state deems the city managers actions illegal, then Ms. Addison. Mr. Slye, Mr. Roy and now Mr. Sliger should be preparing their resignations....

Danny please weigh in on military promotions. I believe the rank of captain is obtained by time in service. Sligar got out because he could not be promoted on merit, meaning he was stuck at that rank. If he did not meet musture he would be dismissed?

931 you have got to have the 94 IQ. Your source is hardly a reputable source. It is very obvious to me that you do not personally know any firemen. My dad was a fireman for over 30 years in Oklahoma. He also published a book and had a Bachelor's Degree in psychology. You are ignorant plain and simple.

Thank God Cody seems to have some common sense. Why is he the only one standing up for what is obvious to the rest of us. WE ARE PARING $50 AN HOUR TO SOMEONE WHO IS COMPLETELY UNQUALIFIED JUST TO BOLSTER A LEGAL POSITION!!!! This is such a waste of our money it is not funny. Is this really the place to put our money? We have real problems in the city that are being completely ignored so that the CM can wage a war with her own departments. Thank you Cody for saying what the other on Council do not have the Balls to say. Someone at the top is sneaky, underhanded, and out of control. Time for some new leadership.
