WWNY: New Job Title Ditched

      The cat and mouse game between the Third Floor and city firefighters continues as the term for demoted captains has been scrubbed from he mangement lexicon.
      No more unit leaders after a complaint to Civil Service that no such position exists.
      Labor relations in the public sector often involves a game of chess between the rival factions using nuance and law to gain the edge. The system is set up so management usually loses.
      But the legal churn goes on.

Are you kidding me? It should have been obvious to everyone, but especially the civil service person for the city, that simply changing someones's title and pay but expecting them to do the same job is not legal, ethical, or likely to be upheld. What are we paying the CC secretary to do? She should try doing her job rather than being a lap dog for the 3rd floor.

This is a personal vendetta by the City Manager plain and simple. She has harassed these poor guys every since she walked through the door. My question is, why is she not going after the PD - they make more than firefighters? I sure she has her reasons whatever they may be.

As for this being a chess match, i see this differently. I see all of these games and expensive legal fights as incompetence plain and simple. This is a very expensive way to resolve conflict and this is not what we expect our leaders to do with our money. We have much bigger issues here in the city and I am left to wonder what is not getting done so that we can continue to waste our time and money. The worst part of it is that the city expects to lose and likely will. This is mismanagement and we, the citizens, should express of disgust with the administration and their underhanded and illegal tactics.

Are you kidding me? I assumed the position already existed and that was why they changed the name so easily. It doesn't exist??? Okay, then create it. In the meantime, demote them and upgrade them those small number of hours per year when they respond to a fire. Remember to divide and conquer...if the guy doesn't want the upgrade then upgrade one of his underlings.

Just plain incompetence on the manager, civil service and council. Never seen such a fiasco. Fire the lawyers, the manager and sit down and negotiate before she bankrupts this city.

Yesterday you brought up residency and how it relates to employment with the COW, The COW CM doesn't reside in the City, State Law prohibits dictating where (Now pay attention) Police, Fire, and Sanitation workers can live. You can(and the COW did this) have 2 lists in the Competative class for Police and fire, etc. This is how a person came in 29th on the overall list for Police, was hired because the other in the city list placed him 3rd. So he was the best person for the job.........lol.

This whole waffle is going to in the long run cost the city much more than just working it out fairly. Son like Father. One term wonder. Sorry, but it's true.

Wait until you hear the cost for the new water filtration plant. Sligar was City Engineer which led to his demotion among other things as City Engineer. Remember when past City Engineers left and Gary Pilon was appointed, not Sligar?

Sorry Ray, but the voters are fond of Butler for doing this and he will serve another term if he wants to. You gotta spend money to make money...and the city has to spend money now to make up for all the bad deals all the previous mayors signed on to with the FD. A high paid captain on every truck? give me an effing break.

This story makes Addison look like the good person, even though it was she who ordered the title change and now "directs" the Chief not to use the weak-ass title. Hell, it was her idea all along.

.. So wipe the egg off her face and for Council, take your collective head out of your collective ass. What is missing here:

Lack of leadership - plain and simple.

7:15 are you kidding me. Everyone should have known. I am sorry, if you are not a union member people just do what they have to do to get a job done. They do not care about job titles and what not. I am sorry sir, I can not give you CPR it is not in my title. Come America lets get back to what made us great.

8:27 - move beyond your GED level and research what a "Fire Captain" does in an emergency ... hell, here, read this. I assume you can read, right?

The responsibilities of a fire captain typically vary according to the size of the station, however, some of those duties include:

(1) managing the fire station, (2) performing fire safety inspections, (3) training new firefighters (4) may also be responsible for equipment checks and ordering new equipment, (5) at the scene of fires, a fire captain is expected to make an evaluation of the fire to determine how the firefighters should respond, and (6) they have the authority to order an evacuation of the area if needed for public safety.

Fire captains are typically responsible for making sure all the firefighting equipment is in good working order. They do this by conducting regular examinations of equipment such as hoses, trucks and ladders. They are generally responsible for follow through to make sure any problems found are quickly corrected.

They earn their money.

YES 814 they should have known. This is incompetence and mismanagement. We pay a civil service secretary to administer the extensive civil service system. Her job is to know and to ensure that the law is being followed. The civil service requirements detail that the CC Secretary is to remain autonomous and separate from the manager. She is the one who is supposed to keep the system going according to the law. This is what is required and what should be getting done. She is not doing her job!!! She is just another tool for the 3rd floor. Let's save some money and just give civil service to the county.
