Higher Taxes , Fewer Captains

      City Council informally agreed to a four percent tax levy increase and unanimously approved a scaled back reorganizing of the Fire Department, reducing the number of captains by eight but discarding other changes proposed by the CM.
      Lawmakers will officially adopt a budget Wednesday likely by a three to two vote.
      In a move criticised by managment Council restored $15 K to CAPC, which had been at $47K and was proposed to be eliminated.
      The FD move is said to reduce department spending by something around $100K. 
       What's not approved is a CBA for the firemen.

"Demotion" a drastic step for anyone ... for example: if it were the military, that would mean possibly a court martial and kicked out of service for a serious matter or for an enlisted man o or woman, a serious step for sure. Is that the message we want to sent here in the WFD?

Let's be clear about the definition and what it means:

1. A demotion is a compulsory reduction in an employee's rank or job title within the organizational hierarchy of a company, public service department, or other body.

2. A demotion may also lead to the loss of other privileges associated with a more senior rank and/or a reduction in salary or benefits.

3. An employee may be demoted for violating the rules of the organization by a behavior such as excessive lateness, misconduct, or negligence.

4. In some cases, an employee may be demoted as an alternative to being laid off, if the employee has poor job performance or if the company is facing a financial crisis. A move to a position at the same rank or level elsewhere in the organization is called a lateral move or deployment. A voluntary move to a lower level is also a deployment as it is not a compulsory reduction in level.

5. Demotion is often misinterpreted simply as the opposite of a promotion, however it is only one means of undergoing a reduction in work level.

What a sad state of affairs for us ... folks, keep this in mind for an election campaign issue ... it is critically-important - believe me, it is.

Thanks to the new council Member who voted to screw the tax payers with another tax increase , Tax payers will make sure you only get one term in office .

This is so much like a cartoon. Watching the council, some members, cut their most important resource which saves the tax base in their budget. No tax base means raised taxes again.
We as taxpayers should be pounding on their doors to ask why such a feud and change should be allowed so far, for only 100,000. How many millions of dollars is our budget and they are disrupting an important resource for 100K? So far, this high priced lawyer has cost the taxpayers over 100K, and all Ms. Addison had to do was suggest this without him or any of his money. Now the next thing that council should look at is the high priced lawyer the city uses for over 350K, and the pay increase the new CM received when she came. Mary was here a lot longer and this is a slap to her face for all the GOOD she did and was paid so much less. Maybe the firemen should stop mowing the department lawns, or chores they do around the fire stations, or all the duties which are really not fire related such as pumping out cellars, freeing cats from trees, and all the good neighborly things. Then maybe the response to the citizen is "City Council" has cut so much that they just cannot provide this service. If you have any questions, just call Mr. Butler, Jennings, or Ms. Macaluso. They know how to run the fire service. Maybe the three of them can also provide columns in fire magazines which are published around the world, as they are doing just the opposite the "experts" say. It's amazing that Watertown has so much talent in three individuals who know so much about a topic, that the "real" experts have been discussing for years.

so great to see our council and manager lying again to each other, as the mayor asked about the two fire positions at city hall. He has no idea that the captain has been removed from there already months ago and replaced by a firefighter. How does he run the city government when he doesn't know what he is discussing. Watch the Steve Weed video and he asks the CM about the captain and fireman position at codes, and CM never corrects him so this is her little secret that they have changed this structure already without them even knowing it. Thats our city government. And, yes, the total disruption of the fire service for a measly $100,000 with no other department getting some of the axe. Safety and continuity is a great thing and we have just replaced this with an arena and new vehicles. maybe some of that could have been cut to help with our citizens safety. I strongly urge you all to call your representatives so maybe the changes or issues can be brought to lite. The only thing is the three stooges are standing their illiterate grounds for this approval. I sure hope this doesn't bite our city in the behind when the judge rules they have to keep those positions and the contracted issues need to be respected until negotiated. What the hell is a CONTRACT worth?? Maybe the firemen should just stop doing what they say they will do, and watch the buildings and equipment start falling apart, and see how much that saves the city.

Wah wah wah seems like ff's are well paid and enjoy a lifestyle beyond that of the average COW TAXPAYER.if they are unhappy quit ,many would be happy to step up and take your place.

I don't live in the City of Watertown, but I am appalled at how little this city council thinks of public safety. I am additionally bewildered at in the ignorance of individuals who think so poorly of firefighters and believe they are being paid an inflated salary. I guess it's all fun and games until your house is on fire and you find the fire department to be necessary and worth every penny they are paid.

Yo 8 am ,, VFD's are the REAL heros , these well paid ff's doth complain too loudly and with too little veracity . Their plight is beginning to sound like a very BAD Opera ...Me ,Me , Me !!

You are employed at a job for a salary that is more than fair and you enjoy perks and pensions and health care that exceed the norm of many in the North Country and you get paid to Sleep too.

It's dis-respect for the guys who put their butts on the line for us. We need change, no getting around it. But not by having little to no respect for the Dept. That's wrong. I didn't vote for any of them in order for them to act like this. They don't rep. me. In fact one term for all of them new fellows sounds real good right now.

350 you have your facts right. What the taxpayer has not been told is that the firefighter placed into codes can not even get into codes courses until December; That is, we are paying him and he cannot the job. If money is so tight why are we paying someone who cannot do anything? What is our council thinking? If money is so tight why not bring him back to the department? Just saying.
