City Council has assured the public it will stay within the tax cap, or so its been reported as such. In any event I suspect that will be the case as rejiggering a few numbers will make that happen.
No one is reporting on the internals of the spending plan, including fund balance and the "contingency" fund which bears a resemblance to slush.
It will come in under the cap, but the epiphany will come in the final moments of a series of budget talks.
Generally those talks result in little change but they are the chance Council has to discuss priorities with department heads.
Watch next Monday to see if anyone shows up for the public hearing (they won't) and whether the cap override passes (it won't either).
No override ? Easy then. Change the numbers.
