Snack Bar in Disarray.....

    A schism between staff and Council tonight as lawmakers refused to award a lease for the Arena snack bar amid concerns the bid price was too low and the sole qualified bidder was the result of a process that didn't work well.
   All of that aside the Third Floor said the city was not equipped to run it themselves although it had in the past.
     Councilman Cody Horbacz was opposed,as was Mayor Butler and Councilman Walczyk.  Councilman Jennings seemed to support awarding the franchise to Maggies on the River as he voted against rejecting all bids.
      Someone has to be the licensee with the NYS Department of Health and that doesn't mean third parties without insurance, comp and disability can walk in on an ad hoc basis to run it. The original bids required comforming to standard business practice.
     This is two bidding cycles that ended without resolution.  It is interesting that staff can refuse to operate the facility without reprcussion.
     Council did vote to make Armstrong Place a one way street.  That was a nice little cut thru from Franklin to State and vice versa.
     Councilwoman Macaluso was out of town for the meeting.

I see no reason why the City can't run until this is worked out other than complete laziness and disregard for making the new arena a success!

Is the Arena concession stand a debacle or what? How city staff can refuse to operate the concession stand is beyond me. Shouldn't Council just insist that it is part of staff's job? Staff ran it before, and it seemed to work. Stay tuned....

How about tv 7 tonite... Addison speaks! First time I have seen a talking vid of her in a long time. Is the tide turning? She refuses to do interviews, guess this was their way to get her on record about something... I have never seen a non-elected chief executive operate in the shadows as much as this one.

Sounds like the queen of parks better get her apron out!! If City Manager Addison needs funds for new arena concession staff, just put a freeze on those department head raises.

Because ONE jerk had trouble navigating the street,and complained,they make it one way!Stupid,if you go slow,which you should on a small street like that,there is no problem.What's next,one way sidewalks cause you can't handle walkers going against the flow?

Have the city run it like they have in the past it will help pay wages and generate a profit for tax payers. If city employees refuse to run it when asked, Fire Them.

Yet another failure of leadership from Parks and Recreation and the third floor. Interesting point on how Addision lives in the shadows tho. Never really thought about it but you are right; we never see her. She hides out in her secret cave (Fortress of solitude) and rules from a distance. It's it time we got a Manager that actually communicates with the taxpayer and shows some real leadership. Seems simple to me. We don't have adequate bids and the city will have to run it. It is so obvious that their reasons for not wanting to do it related more to laziness than anything else. If they can't do their jobs lets get someone who can.

110.. You are wrong in asking them.. Tell them they are running it and they are going to do a good job, smile, be nice to people and make this a sucess until we work this out. Anything other than this and you will be disiplined and terminated. Keep a very accurate record including any remarks made by these people....Who and the hell do they think they are anway. After two bidding cycles the market has spoken, it's a losing endeavor the city will never make money running that stupid snack bar. The mayor and council must be smoking something if they think they can do better. In the end the tax payers lose out again.

The council should tell Addison to order P&R to run the stand. If they do not fire them. If Addison says no fire her. Who the hell is in charge?

So parks and rec has DOUBLE the staff it had 3 years ago but they don't have manpower to run it?? It is time to take a hard look at that department by someone other than the CM. Since the queen of parks came into the picture I sure would like to see the budget numbers for parks and rec compared to before.
As far as the CM, it is time for her to go, there has never been this much discord in city departments and overall lack of management in this city, its like it is just a free for all with everybody going their own direction and no direction from the manager to keep things focused. She needs to go, now

There has been no lay offs and they don't have the man power to run yet they ran it before.....hmmmm doesn't make sense to me! Someone just doesn't want to do it. Who's the boss?

Every manager gets into trouble because the position is too distant and powerful. Slye tells the manager she is omnipotent and council is told they are just figureheads.
Time to put the mayor in charge and give him a good administrative assistant, like the rest of the world.

Glad to see the council finally getting tough on staff. For a minute it was looking like the Parks & Rec queen ran the show. I run a business and find my staff always has an excuse why this or that can't be done - it's never because they CAN'T do it, it's because they don't WANT to.

The council (your bosses) has spoken. The CM and rec queen need to fall in line and do their job. Otherwise, they're DEAD WEIGHT dragging down the taxpayer.

Slye should be sent packing right along with the boss. He is making a fortune off the backs of the taxpayer primarily by encouraging litigation, creating labor conflicts, and promoting a culture of discord. Couldn't the taxpayer be better served by going back to in-house council?

Slye is just too involved in day to day matters. The CM should not be running to legal council every time a decision needs to be made. This is what we pay her to do. If she cannot handle even the most basic tenets of her position lets find someone who can.

This is what you get when you hire someone with no real management experience. As a former NSA employee I am sure she is real good at doing what she is told. I am just getting sick of paying Slye to be the one to tell her how to do her job. Send them both down the road!!!!!

What a bunch of clowns the city council are. They should have awarded the contract and been done with it for a year or two.

They have already spent enough money on paying the city attorney, paying the planners and paying parks and rec, to get an operator and still they are at the start line.

These idiots need to call a special meeting and accept the Maggei's bid and be done with it, if they want to have any credibility at all.

The bids are rejected. That's it. You'd have to do it over and the process was all wrong. Maggies was an inside deal.

The city should have let Famous Dicks amend its bid to include missing information. Quick simple food is the only way to make a snack bar work. Food truck fare is the only type of food that makes sense. Nobody wants to wait ten minutes for food at hockey game, there is only time to grab and go.

Addison reports to the city council, it is her job to do what the council directs her to do. She should not be expected to be a spokesperson for the city, that is the mayor's task.
From what I have seen she is performing her job very well. The fact that she has the unions and departments railing against her supports that. The city managers of the past were pushovers at both contract negotiation time and at the will of headstrong department heads and she as well as the taxpayers are paying the penalty for this now.

4:43 Lot of new lawyers moving in the area who would do it for a lot less then the 300 grand a year the city is paying Mr. Sly , the city leaders do not put this out for bid . They are not concerned about saving the tax payers money Just another case of taking care of your friends going on here.

Addison not open to the public someone posted ... well, she answers to the council, sort of, I guess? What else would you expect, she used to work for the NSA. Case closed. What's that buzzing in the my phone?

Right you are 8:35, she has answered the call to serve. I was just wondering after seeing the cover of NNY Business who she might be serving in that dress with that show of thigh. If she had on spanks, the entire north country would have known, which would actually be more comforting (and professional) than the thought of no spanks.
What a bunch of self congratulatory people we have become. When did it become out of fashion to just do your job, no magazine cover needed. Perhaps instead of posing for this she should have been down at the arena checking out that concession stand and the concrete.
