A schism between staff and Council tonight as lawmakers refused to award a lease for the Arena snack bar amid concerns the bid price was too low and the sole qualified bidder was the result of a process that didn't work well.
All of that aside the Third Floor said the city was not equipped to run it themselves although it had in the past.
Councilman Cody Horbacz was opposed,as was Mayor Butler and Councilman Walczyk. Councilman Jennings seemed to support awarding the franchise to Maggies on the River as he voted against rejecting all bids.
Someone has to be the licensee with the NYS Department of Health and that doesn't mean third parties without insurance, comp and disability can walk in on an ad hoc basis to run it. The original bids required comforming to standard business practice.
This is two bidding cycles that ended without resolution. It is interesting that staff can refuse to operate the facility without reprcussion.
Council did vote to make Armstrong Place a one way street. That was a nice little cut thru from Franklin to State and vice versa.
Councilwoman Macaluso was out of town for the meeting.
