The matter of newsletters explaining the tick tock of local governance is a good idea and following the Maple City issue prompted me to think of how that could be done. However, I think it's the elected leadership that should report to the people, so perhaps the Mayor, a Town Supervisor, Chair of the County Leg should pen a weekly or monthly newsletter to be posted on the Web and linked to high volume sites run by news organizations.
Appointed administrators report to the elected body but the elected people report to the public and should communicate to them. I tried to do that through this blog, but government tid bits were mixed in with the varied format here, and that troubled some.
However, with websites and aggregators abounding, newsletters would be easy to produce and helpful to the public. An aggressive press could still do their job of adding perspective and depth without feeling some politician was eating their lunch.
Maybe the years of controversy started with Scott's blog and continued with mine can lead to the direct contact with the people that spawned the movement.
