WDT: New Bridge Slated for Arsenal Street

The Mayor is correct in calling for better pedestrian and bike lanes if the state is indeed going to replace the Arsenal Street bridge we all travel every day.
It's an $8.1 M project slated for 2019.  The DOT says the bridge is nearing the end of its useful life, although it certainly seems to get the job done.
City Council was briefed on the plans last night.

They should build a tunnel for the two trains per year that travel the tracks, instead. Then level out Arsenal street in that area. That way traffic wouldn't have to drive a mere 48mph in that spot on Arsenal street, like they do now.

How about joining it up with City Center Dr. like the plans called for when City Center Drive was built?

Maybe build an open air ice rink underneath? No need for a roof at all! Maybe use it as a multipurpose facility to have semi 'pro' lacrosse play there, like Rochester has.
I'm sure city residents like me would be proud to pay MORE than our fair share! Why, at a mere 8+ million, it'd be a steal!

It should be built to be a double decker to handle future traffic volume as Watertown realizes its potential as the affordable housing mecca of the Northeast. The growing homeless population could shelter underneath. Well lit with pulsating LEDs, it could be seen from the St. Lawrence River. Slap a wind turbine on it to make its reduce its carbon footprint. And put Parks and Rec Supervisor in charge to control costs.

Shouldn't Conrail be funding this?
