The City of Ithaca and the surrounding Tompkins County, well wait, the elected bodies not necessarily the people, have voted to enact a "living wage" of $14.34 an hour. Of course, localities cannot enact such a thing without enabling legislation in Albany. Good luck with that.
Places like Ithaca....like New York State are usually the leading edge of what happens all over. Glad I am able to work more nowadays as all that payroll won't fly in the retail market I serve.
Fact is a $15 wage is no incentive to a corporate executive or the head of a NFP or government agency.
But what the egalitarian crowd doesn't realize is that in small business there is a point where the owner just says, I'll do it myself for that pay.
