Whether St. Lawrence County get's its higher sales tax really now depends on whether both houses in Albany approve the home rule legislation needed to raise the tax.
So far I hear only the Senate budget bill has it included, while the Assembly version does not.
If its in the Senate version that means the three GOP Senators representing the county must be on board. Enough local pols have begged and groveled for the higher tax, it is now clear political cover has been achieved.

This is a tax cut.
Just like Cuomo's tax cut that increased revenues.
Middle class "working families" and wimin will all see "tax relief" and "access too" more "affordable housing" with the property tax smoothing relief.

So Mayor Graham, Sen. Pattie Ritchie and 2 other Republican Senators, are likely to vote for Home Rule Legislation, to increase the ‘Sales Tax' in St. Lawrence County? And you mean they’re not Democratic Senators, who are Free Stuff and handout addicted, big spender types?

You’re thinking now they get off the hook, for doing what they always accuse Democrats of doing? Don’t be silly we know they’re hypocrites, who have pointed the finger at Democrats for doing what’s necessary for years, and are now resorting to the same strategy; raising money via added taxation for the best of reasons.

We know if you could you would cut taxes even more still. but unfortunately unfunded mandates from democrat controlled Albany eat up the lions share of the county budget and you are not able to overturn those spending orders as long as we have a democrat controlled assembly.

Sorry 9:51 but you can't have it both way. When Cuomo increased income tax rates and income tax revenue, you called it a tax cut because someone somewhere would supposedly pay less.
This property tax "smoothing" is the same thing. Property taxes will go down or not rise and the richest will pay a little more. The poor will largely avoid the sales tax as food/medicine/heating and often clothing are not taxed. And god knows if you are poor, that is all you can afford and can't afford any luxuries that are taxable like cable and cellphones.
