Governor Cuomo is talking heresy when he says reductions in aid to various "not for profits" can be achieved through cutting overhead and administrative costs. In particular, the Governor says cuts to agencies treating the developmentally disabled can be achieved through cutting what he calls exorbitant salaries.
Governor Cuomo says cuts can be made without impacting care. The Governor has on occasion taken on the issue of high paid administrators. It is common for an esecutive director of a "not for profit" even in rural areas to be paid more than the Governor of the entire state.

Another thing the Governor's job has in common with NFP jobs is that lots of people would do them for free.

he is right some ceo's are making to much money. they are the ones that should take a break.
