The Rochester paper is chiding Governor Cuomo for being too secretive in his dealings, in particular events leading up to passage of same sex marriage. The gay marriage law is now mired in a court fight over the issue of whether the genesis of the bill was conducted in compliance with the state's Sunshine Laws.
Government and politics is all about relationships and cutting deals and that often does not lead to "open government", whatever that means.
While it is certainly the job of media to pine over transparency, the Governor continues to get high marks for his style. Voters will continue to like what he is doing until they don't like it.
In any event, Mr. Cuomo is likely to be relected in 2014 over token opposition, opening the door to a White House bid in 2016. That path is readily transparent.

No Democrat on the national scene has a chance without playing some kind of "first" this or that card. It will have to be our first transgender, our first woman, our first openly gay, our first native American (and not like that fake wonder from MA)or perhaps, if we are ready, our first serious red-head. We aren't quite ready for our first fish for president, or maybe person with two heads, or even an extra-terrestrial. That will come, no doubt from the progressives in the Donkey party, in the next decade or so. But it has to be a first something or other and it has to play into liberal guilt. They can do as lousy a job as they wish. Witness the last four years. Whatever you do, do not look at the person. It has to be a package. Maybe some kind of deformed baseball umpire who can yell out of his ears. We, as Americans, have to admit that we have been insensitive to the plight of our citizens with malformed ears. Why NOT one for President? The time is now. I feel guilty, do you?
You will never have open NYS government as long as you have Thug Shelly in there. He is the political criminal of our generation. He makes Espada look like a Boy Scout.
