Today's exercise in problem solving involved a visit to Audio Arsenal on Arsenal Street. This business has been in a tussle with neighbors who auto stereo woofers are rattling their house.
At the time of my unannounced visit, there was no noise. There have been regular police calls from neighbors who want the store gone.
I tried to urge some dialogue by the owner directed towards the neighbors and I was told the business does try to limit noise.
It's clearly a neighbor dispute, but the usages of the property are consistant with zoning. The City's current noise ordinance has been deemed unenforceable.
Short of mediation, I honestly do not know a way the City can resolve the deep differences.

As the city grows it's only going to get more and more. It's not a sleepy little city anymore. I think it never has been. Go to a hood in Syracuse (downtown) and hear the noise level there. Just the people talking alone makes the level high. Add all the cars and trucks and the buildings. Yes it hurts your ears. i would never live there. We have a long ways to reach that.
If they are playing the noise they way the lady described, why wouldn't it become harassment complaint rather that a noise violation?
I was at Audio Arsenal on 3 separate occasions as a customer for a total of 5.5 hours. First for 30 minutes to select the system, the 2nd was in their waiting room for the 3.5 hour install and the last was for a bring back and for them to try and fix the intermittent problem.
As a sleepy Clayton resident, I abhor loud noise and music (unless I'm consuming mass quantities of alcohol) so I generally napped in the waiting room during the final 2 visits.
Nothing at all in the way of overly moderate or slightly excessive DB's of noise.. period.
I'm not a music person and the install for me was not music related.
I can sympathize with this lady. In my village, we have had things on our office walls shake from the 'boom...boom...boom' booming stereos in vehicles parked UP the street. We've called in complaints and the cops come and have a good laugh with the offenders .. and the noise only gets turned down a little notch! Such noise CAN be detrimental to one's blood pressure & nerves.
I have seen in the news where tickets have been issued in the city for excessive noise. Seems to me to be selective enforcement on the city's part.
I'm glad this lady is keeping a log/diary/evidence of times & observations. I feel she would have a good case.

Aren't you the same person who says that we Clayton residents should accept the industrial wind turbines because the noise and subsonic frequencies they generate is a myth?
It's funny this is the story of the pot calling the kettle black the people who are complaining down there on Casey street are ones to talk!there father who she says we should all feel sorry for ran a lawn mower buisness out of his garage for years thats not loud?On top of that most of the family sits on SSI while running scrap medal buisness.If they have enough time to stay out of the hitchin post that is they have all been milking the system for years.The one son is a retired city cop while the other two brothers have been arrested for dealing drugs if you stop down to the Hitchen post you will find the ladies husband Pat bilking the system while getting drunk everyday.Its not the Adams family it's the Ryan family Watertowns finest Good luck mayor!!!!!

Kinda sounds like these fools who build a house a hundred yards downwind of a farm and then start making life misirable for the farmer, constantly griping about the noise and the smell. If what 9:55 says is accurate, Mr. mayor, you have a no-win, king-sized headache on your hands.

What did they do when the road was under construction? There had to be a lot of noise.
The woman that called the hotline would not listen to reason or even try to work with the business. It's her way or the highway.
I have known Mike & Jean for some time now,the residents on Casey Street who have raised concern they are good christian people.As goes for the comment made by Anon: 9:55 about there sons what do you have in your Closet nobody lives a perfect life.I have not been on here in a while when it comes to someone throwng stones at people they realy should look in there own back yard.Mayor I think it's time I say I forgive you for your comments.Although I still think you did it on purpose.I might call the show if your ok with it?I think the people who own the buisness should realy try & relocate out in the country for testing,leave there store there but test some place else.I have to be honest not everyone is always as good to us as we want them alot of back biters in my recent days here just one day at a time people...God Bless
We can't all live in Carthage where it's so nice Juston. Some of us live in the city and injoy it too. You can live in a city (like Carthage) where yes it's dead and the big noise is the river going by. But, some of like the fact that we are not married to our sister. That we can go to the store, and a store is there. We have a movie house. We have a mall. We have things to do on a Monday night, besides count and name the river rats. Noise goes with that.
