BOCES Superintendent: State Education Funding Is "Desperate Situation"

Let me acquaint my good friends in the education hierarchy with the definition of the word "desperate."
Desperate is when sales are down..expenses are up...you don't know if you can pay the bills and whether you can stay in business...
Desperate is not knowing what to do next...Desperate is learning to appreciate what you have...whatever it is.
Desperate is not making $100K and having to wonder if you can survive on $95K.

Ah true in the private sector, but in the public sector a far different story, I see JCC wants more money all the while their employees children get educated for free.

Wait, you're missing the point! How can you expect school superintendents and school boards to continue handing out four, five and six percent raises to the teachers unions if the state won't give them a big aid increase. The superintendents and school boards have already slipped hidden raises (they call them steps) into the contracts so the public doesn't notice that they are on top of the percentage raised that's "negotiated."
The schools are "desperate" because the public may catch on that the teachers don't want to take the same three year pay freeze that state CSEA and PEF have already taken.
It's much better to scream about the "tax cap" and claim it's all about the "kids!"

For a generation, people like Jack Boak have received increases in funding higher than any other sector of our economy. They have responded by building palaces, monuments to our teachers union, billboards honoring each other, adding to staff, rebuilding structures that didn't need replacing, building transportation fleets, pools, artificial fields, weather stations, and rewarding the part time educational staffs with the greatest health and retirement systems imaginable. No matter what their increase in funding is, guys like Boak cry every year. And media give them a chair with a drain around it just to keep them from slipping on their own emissions. And here we are again, at budget time. And here is Jay and his ilk, again, crying the same old tune. Its always a sad song. Its always full of half-truths. And it always calls for sympathy. I feel sooo bad about things in schools. I just know if we gave them a leeeetle more money, Jay and his boys would be happy. And that is very important to me. But I know, after watching this show for a generation, that you can count on two things. One, there will never be enough money for Jay. And two, no matter what you give him, he and his kind will be back next year, crying about all the bad times they are having. The only good news is we won't have to listen to this for a week in February and a week in April. They will all be in the Bahamas for winter and spring break. We will be working. Things are "desperate" as Jay says, but not that desperate.

It was funny I was listening to your show a few a days ago when someone called up talking about special education.I laughed,I knew there was nothing you can do to change the pay of the consultant that you wrote about it's mandated by the state so write away.You Don't have kids so you have no clue!your attitude towards the money spent on them how ever you spell it is horrible.Your jelouse just like you say I think his name is Justin,is jelouse of the rich. Well true or not,could it be your mad that you failed in the relationship department.Mr.Graham go back to school or start getting payed to give your political advice.Even though half of what you say is not close to being right.Schools are here,they will be here after you kick the can. Just like that run down bar you own Speak Easy or that's right you had to change the name to Fort Pearl.Was that over the fact you ripped some poor super model off?or was it you filed bankrupt?who knows realy!Keep commenting about kids that you know nothing about.I don't know why that guy gets so worked up over a guy that is bored with his no life status,write away.

Not hard to fiqure Anon 10:45 is Juston,just look at the spelling and sentence structure.Now We all know why juston wants the schools to get additional funding ,he wants to go back and get his GED. good luck with that juston.

Mr Boak, Do you think that with some teachers retiring at over 60K plus benifits might have something to do with the school systems problems. Suck it up and face the problems that you and your brethren have created all on your own. Its about time the axe fell.

With the highest cost per pupil in the nation you have the guile to ask for more money. Its not about the children, its about you.

My daughter teaches in the Virginia school system. Each teacher is given X-dollars to operate their class. Anything above and beyond that the teacher pays for themselves, relies on parents helping out, or does without. The quality of students turned out seems to be about like it is here. The kids who want to learn or are forced to learn by their parents do, and those who are too lazy to learn or too stoned to learn, don't. Desperate situation, indeed! N.Y. school administrators wouldn' know a truely desperate situation if it bit em on the butt.

It sounds desperate to me.
What are they supposed to do? Unilaterally declare the labor contracts and pensions null void?
Ignore all the state mandates about special ed of childed? Or the new bully laws?
Maybe ignore the asbestos and bus driver laws?
Ignore the teacher certification laws?
Ignore the binding arbitration laws?

I don't think giving up 5k of a superintendents pay is going to cover all the unfunded and mandated costs.

Education needs to Adapt and deal with reality. The reality is consolidations are going to be required , Business as usual is no longer the reality .The Fed is holding interest rates at the lowest level in history and will NOT increase them til late 2014 .

That alone should be a clue that the economy will continue its slumps into the late 20-teens . So quit trying to maintain the STATUS QUO -- ADAPT , Consolidate , deliver the services more cost effectively and with better outcomes . Regional superintendent rather than one per school would be a reasonable start

Here we go with the consolidation myth again.
The bigger the school system the more it costs per student.
Government is the one place where the economy of scale is always a negative dy/dt
What is really needed is the overturning of laws and rules.
That has to be done at the top by the Cuomo guy.
But he can just freeze spending and see what happens. He is just like Obama.

I like the BOCES program where they work on older cars, that being said good luck getting your old car in there, There to busy working on the Teachers old Chevy. Must be nice to have the Kids build your own "Hot Rod". Right Ken?
