This is an interesting editorial about NYS spending practices, including the maintaining of massive amonts of vacant office space, erratic purchasing practices, numerous unused toll free lines still being rented and so on.
State government is huge, but has lots of ways to save money.....Now maybe that office space is being rented from the "right" people, but certainly there is a lot to be improved.
There is a tendency to believe things are OK, as we have discovered with fiscal practices in one of our own City departments. In fact there is always room for improvement that is not discovered till there is either scandal or the necessity of seeking economies.

Well the biggest waste is Junie O'neil. 65K plus her pension, and the Gov wants to take away from the workers?
Ditto for any government agency and school districts. They have had it too good for too long. Take a hard look. There are still ways to save money.
This thought is dead wrong:...inefficient procurement practices indicative of a lack of oversight and centralized control.
Centralized government does not lead to efficiency like it does (to a point) in business.
Not mentioned is that government does the worst job at hiring the best employees or managing and determining their compensation. That is the lions share of our governments spending problem too. Printer cartridges and paperclips are commodities whose price varies more by intangibles such as location, quantity and "rateability". They are small potatoeseee
I read Johnny Johnson's editorial. Its the usual milktoast. The entire piece spoke of the need to change spending practices, citing one agency selling to another for profit. Buying from multiple sources at prices all over the place. And the well documented improper usage of office space. Great points and undeniable facts. Unfortunately, whenever it comes budget time, the Watertown Times sides firmly on the side of throwing the usual money at all these state agencies. Their writer corps lines up to spew untruths about how if we don't continue to spend as we have we will cut muscle instead of fat and people will suffer. BS. Mr Johnson cannot lament the fact that the state refuses to reform while advocating the usual shoveling of money into the state sewer. And he and his staff do this every budget time. I''ve seen no greater lover of government than the WDT. Then they write editorials about how unresponsive and wasteful state government is. You can't have it both ways, Mr Johnson. Not and maintain credibility.
I told you guys ... you can save a bundle with the board of Ed in NYC, and elsewhere in the State of NY, just by taking a look at all the Real Estate and Classroom space they've spent 10's of millions on and don't utilize for any purpose! It sits, stuffed with furniture.
